Tu B’Av is a working day in Israel, so flowers can arrive on the day itself, unless it falls on Shabbat. Its date moves with the Hebrew calendar, in July or August.
For a card: “Ani ohev otach” (אני אוהב אותך) is “I love you” from a man to a woman; a woman writes “Ani ohevet otcha” (אני אוהבת אותך). In winter there is Valentine’s Day too.
